I think you got great explanation here. Good job.
I do have one question on the manufacturing part of these scenario. If I understand it correctly, whether you put on MMB or not, you manufacture it the same way. In this case, you will use a chuck to center the center big hole and use that as secondary datum to machine out all the tiny holes. The MMB come into play when you are inspecting it. Is that correct?
